My Recycle Bin (s) was/were not corrupt - and the CMD error messages when I tried to delete/recreate them were nonsense! I suspected my X-drive since it had a HUGE amount of unwanted FILEHISTORY files (apparently W10 created it there without me knowing it, so I de-activated FileHistory and tried to delete the files inside the folder.
