Hi, Norton (especially), Kaspersky, McAfee, AVG, TrendMicro, and others seem to have a role in this BlueTooth issue for many. Try uninstalling the antivirus/security program using the maker's uninstall procedure AND their Removal Tool (they leave remnants) to see if that has an affect on the system.
If you have just one PC, then McAfee’s singular price point of $49.99 per year is a reasonable fit. A good many competitors cost the same for a one-device license, though the price for many is less.
