With HSRP version 1, you cannot use HSRP active hello messages to identify which physical router sent the message because the source MAC address is the HSRP virtual MAC address. The HSRP version 2 packet format includes a 6-byte identifier field that is used to uniquely identify the sender of the message.
In the case of a mis-configuration HSRP will detect the duplicate (using gratuitous ARP) but it will not cause either router to disable HSRP (at least not on 15.2 (4)M11). Both routers will list "active" with standby as "unknown" and both routers will claim to own the HSRP virtual mac address. The data plane will be negatively impacted by this sort of mis-configuration.
