We performed additional testing and found that re-enabling the deprecated ssh-rsa (SHA-1) signature algorithm allowed the connection to succeed. Question: Is this expected behavior? Does FTP Rush support rsa-sha2-256 or ecdsa signatures, or is ssh-rsa required for compatibility?

It should not be configured as FTP port. Please check the listeners you have configured in FileZilla Server. My listeners are standard. I confirm curlftpfs is doing something non-standard: issuing the "LIST -a" command, which the FileZilla FTP Server interprets as "List the content of the directory -a or provide info about the file -a", whilst curlftpfs uses "-a" as an option to the command, which is however non-standard. You might want to take this up to the curlftpfs maintainer.
