Le 4 novembre 1964, les ministres de 23 États africains indépendants se rencontraient à Lagos, au Nigeria, pour la réunion inaugurale du Conseil des gouverneurs de la Banque africaine de développement (BAD). La jeune institution se voit confier une double mission : transformer l'Afrique aux plans social et économique, et stimuler l'intégration économique du continent.
