Webis there is a cluster of scav/pmc/boss spawn area there is a trigger that allows them to spawn.
I have cleared dorms and i turn around and a scav spawns next to me with two.
Webthey seem to think that if you get no boss 7 times in a row, you will 100% get boss in your next 3 raids.
Every single raid has a 70% chance of no boss.
No matter how many.

40% spawn rate means that everytime you load a raid you have 40% chance of spawning a boss.
Actually makes the odds higher than if it was.

I haven't seen the goons in like 10+ straight raids on maps where they can spawn, also have quite a few streets raid without either of the scav bosses spawning.
So definitely far from 100% for me at least.
