After last update with Shadow plague somethink obviously wrong with spontaneous infection (further SI) of closed countries. I've started playing "Shut Down Everything" for some days ago, and there was no problem with SI of closed Greenland or Madagascar (as you may know these islands very often shutting down almost at the start), but now there's no even small chance to infect them if it's closed.
