There were some weird cases in CK2 - you could load up 4th crusade start date and reunite Byzantium incredibly quickly with "offer vassalage" because of de jure status (only a few bribes required here and there). In CK3 this situation (if there was 4th crusade start date) would work out almost identical.

Why does the game flirt with the idea that it's actually possible to offer vassalage to King's rather than use its usual method of outright telling you that it's impossible? It's -200 instead of -1000 because that's the number some dev happened to pick. And I don't see how -200 isn't telling you something is outright impossible but -1000 is.
