Home Energy Assistance Program (HEAP) The CAO helps an average of 2,500 income eligible, elderly, or disabled HEAP clients each winter and over 900 each summer. Customers may apply for Regular HEAP, Emergency HEAP, and Percentage of Income Payment Plan (PIPP) Plus services.
