This document is the result of a multi-year cyber capacity-building program by ASPI in partnership with the UK Foreign, Commonwealth and Development Office and the Australian Department of Foreign Affairs and Trade (Cyber and Critical Technology Cooperation Program).

Offensive cyber operations use offensive cyber capabilities to achieve objectives in or through cyberspace. US military joint doctrine defines offensive cyber operations as ‘operations intended to project power by the application of force in and through cyberspace’.
